Based on common needs and constraints that are identified by the different partner countries and the collected evidence as outlined in ‘Investigation of the field’, we have identified 5 intervention strategies during a preparatory workshop in Brussels (11/09/’14). These intervention strategies were the basis to determine the typology of the field trials in the different partner countries.

Depending on the local needs and context, partner countries have identified a combination of intervention strategies that are expected to be effective in local context.

These 5 intervention strategies are :

  1. Establishing/improving networks and partnerships with relevant organisations
    This intervention strategy aims to build sustainable partnerships that are optimally equipped to identify and reach target groups. These partnerships consists of organisations and institutions that can easily connect with the target group such as migration offices, social and cultural organizations, employment services, social services, trade unions,… Throughout the trial, representatives of these organisations (stakeholders) are being involved in setting out collaboration structures in order to identify the target groups and bring them into contact with the guidance service and collaboration structures are developed and tested.
  2. Developing high quality tools aimed specifically at facilitating guidance to low skilled adults
    An analysis of the target group of low skilled adults has identified specific needs. These needs can differ according to the sub-target group. Therefore, partners in the consortium will identify the specific needs of their target groups and develop tools that can support counselling and guidance sessions that fit to these specific needs of the target groups.
  3. Defining competences needed for counsellors to enable them to address the specific needs of Low Skilled Adults
    One of the identified constraints in existing systems is that the counsellors often don’t have right competences to serve the specific needs of low skilled adults and/or to specially provide educational guidance. With this intervention strategy we aim to develop competence profiles and in some cases address training needs in order to develop/optimize competences.
  4. Outreach: bringing guidance services to specific target groups
    One of the main constraints in existing services is that they are in most cases not reaching low skilled adults. With this intervention measure we aim to identify conditions and good practices of reaching out to specific target groups. The network is important in this case as it can provide outreach locations as well as identify locations where the target group can easily be reached.
  5. Providing high quality guidance services in order to improve service users’ outcomes
    During this project different methods and approaches will be developed, exchanged and tested in order to optimize guidance services and improve outcomes of individuals with an emphasis on “taking one step forward” (e.g. into further learning opportunities or employment). Tailor made approaches (part of strategies above) will be tested and evaluated.
