Intervention Strategies

Based on the state of the art, it is obvious that a coherent and holistic service with a specific approach for low skilled adults has to be developed. The policy measure to be tested in this experimentation will be focusing on the combination of different intervention levels, depending on the local context in each partner country in order to meet the needs of the target group. These 5 intervention strategies are :

  1. Establishing/improving networks and partnerships with relevant organisations
  2. Developing specific tools facilitating guidance to low educated adults
  3. Defining competences needed for counsellors the enable them addressing the specific needs of low educated adults
  4. Outreaching: bringing guidance services to specific target groups
  5. Improving quality of guidance services in order to optimize learning outcomes of individuals (based on the ‘one step up’-principle)
